Housing Choice Voucher (HCV) Program, commonly known as the "Section 8" program, provides housing assistance in the form of vouchers to families. "Special Programs" include voucher programs for certain target groups, such as veterans.

The Section 8 Housing Choice Voucher Program is more restrictive requiring the applicant's income to be equal to or less than 50 percent of the area median income.
